AFAIK, in FreeBSD, the entries in PKG_PATH must be directories, not
URLs.

(NetBSD and OpenBSD seem to allow URLs in that variable:

  http://netbsd.gw.com/cgi-bin/man-cgi?pkg_add

  http://www.openbsd.org/cgi-bin/man.cgi?query=pkg_add )
