I don't know if routed is that smart. -s mode makes it listen only, so it is probably taking a neutral standpoint. Your network depicted below is static enough to not require routed. Simply add default routes on all your clients to point to your router R and configure BSD2 as necessary to properly route/bridge packets between the subnets.
