Perhaps FreeBSD is complaining that it cannot find a /sbin/mount_cfs command. I've never used CODA, but I would imagine that the port for it must have the necessary tools to mount the filesystem. There is a README in /sys/coda that may prove of some use. Also, for your reference, you use the dev/MAKEDEV script to create device entries. There is, however, no cfs entry in this script.
