Subject:   Why can't I access my floppy disk?

I put a diskette (MS-DOS) into my floppy drive and try

mount -t msdosfs /dev/fd0 /floppy
mount -o ro -t msdosfs /dev/fd0 /floppy

and various other variations, but all I get is "Operation not permitted"

fsck works okay.  I'm logged in as root.  What am I overlooking?
