That's not the problem. The problem is that rc.local should only
contain local customizations, and it should not be in the source tree,
*or* it should be renamed to something else than rc.local, e.g.
rc.too.lazy.to.move.this.to.rc.and.nuke.this.file.

Amen. Although it's useful to be told about missing files, installing
them should be left to the operator. After all, if you really want it
there, you only need to install it once, but if you *don't* want it
there, you'll have to remove it manually after every make install, or
write a wrapper script to do it.
