No it doesn't. FreeBSD 4.4-RELEASE has OpenSSH 2.30.

[mark@drex mark]$ uname -sr
FreeBSD 4.4-RELEASE

[mark@drex mark]$ sshd -v
sshd: illegal option -- v
sshd version OpenSSH_2.3.0 FreeBSD localisations 20010713
