No - FreeBSD has its own ports/package system.  See
http://www.freebsd.org/ for more information.  I greatly prefer it
compared to RPMs.

We have KDE now and have for quite awhile.  It's available as a package or
a port.  Again, see http://www.freebsd.org/ for more information.
