In all of the discussion I've lost track of the what and when of what's actually being implemented. The last I heard new ports should have the COMMENT line moved to the Makefile and pkg/DESCR in the port's base directory regardless of all of the other changes mentioned. Is this still the case? What's the effective date for this change?
