It doesn't make a difference; it requires an audit even if you don't
have rc.conf.local.

I have been using the rc.conf.local scheme since the sysconfig -->
rc.conf switch, and I find that 'diff -u /etc/rc.conf
/usr/src/etc/rc.conf' tells me all I need to know. Then again, being a
committer, I usually know what changes to expect...
