We ran into the same problem on a test Win98 machine and Samba running on
our AIX system.  The problem is this:  Win98 has password encryption
enabled, Win95 does not (or close to that).  You need to go into the
registry and change the setting on "Enable Plain Text Password=" to the
opposite of what ever it currently is (I think it is a 1 and should be
changed to a 0).  I believe that this is the solution to your problem.
