We don't have a nearly-empty rc.conf.local in the tree. There's no
reason why we should have a nearly-empty rc.local there either. It's
just an open invitation for committers to (wrongly) add code to it.
Document it in rc(8), but leave it out of the tree.

OBTW, rc.conf.local should be documented in rc.conf(5) instead of / in
addition to rc(8).
