I nearly was about to say that the account hadn't existed in the past 2 years since the owner got reaper.org, but with a little searching I found it, in an old copy of the httpd.conf. It used to be at ~oracle, and then oracle.reaper.org, and now it's disappeared into obscurity. I'll ask the owner about it, and see what he says.
