All of my browsing attempts were with Netscape 4.74...

Correct, it doesn't work.

Check whether the directory /home/ncvs/CVSROOT exists and the script has write-access to the CVSROOT/history file if it exists.
The script needs to place lock files in the directory the file is in as well.

My use of ~checkout~/ doesn't give what I would expect:
