Hi, I'm a user from Venezuela, and the zoneinfo for my country is wrong

Actually the GMT-4 is the correct timezone for my country, but in FreeBSD t=
his
still remain in GMT-4:30.

The workaround is use the timezone for Bolivia (GMT-4:00) for that ntp can
update time correctly.
