This sounds very promising. After reading some of the responses on how this change will likely trickle-down to other changes within the site, I realized just how big a can of worms have been opened. I only have one question: why add a new link seperate from the link to send-per.html ... I thought the general consensus during the previous disucssions was to change the "Send a bug report" link.
