Thanks for your replies I found out that dedicating traffic to ftp protocol did not help at all (we are very tight on bandwidth) once I dedicated 300Kbps to the server on all protocols It downloaded perl and nessus-plugins immediately with no change on the FreeBSD server. (does this mean that pkg_add -r uses more than just ftp protocol for obtaining packages?)
