Processing starts over at the first rule in the list after the divert. If you want to change this behavior, you'll need the latest kernel sources, and you'll need to recompile the kernel with option IPFW_DIVERT_RESTART in the config file, which tells ipfw to restart processing after the divert rule, instead of at the first rule.
