The real question is - how many people care? From what I can tell, most people just cram everything into /usr/local, and forget about it. I don't think wanting "truly local" X stuff somewhere distinct from X11BASE or LOCALBASE requires that X11BASE move. If someone wants to split the "ports" X utilities from the "local" ones, there isn't a traditional place for local ones - other than /usr/local. Just moving LOCALBASE frees that. However, other large ports and collections of ports have their own subdirectory of LOCALBASE, so doing this makes the X stuff a better fit with other ports in general.
