From GENERIC:

# PCI Ethernet NICs that use the common MII bus controller code.
device          miibus          # MII bus support
...
device          xl              # 3Com 3c90x (``Boomerang'', ``Cyclone'')

You have to have 'device miibus' in your kernel config to use xl.
