Why 2.1.7?  That one's outdated.  THe new one is 2.2.6-R.  You can get it
at ftp://ftp.FreeBSD.ORG/pub/FreeBSD/2.2.6-RELEASE/

The files you need to get are all in the handbook at
http://www.FreeBSD.ORG/handbook/
