No.  Take a look at http://www.mozilla.org/roadmap.html.  They even have
pictures.  Netscape's releases wer based off a fairly early Mxx, because
they had to start merging in the security stuff (which they thought US
export restrictions would prevent them from doing).  Since then they
have been doing their own 'merge from -current'.
