This doesn't take care of file2c.  the rtermcap/file2c thing should die
completely for a normal userland version of sysinstall.  It should be
reading the live termcap, not the termcap that was on the *host* system
that compiled /usr/sbin/sysinstall.

This was basically enough to get a cross-build to work from RELENG_4 for
me.
