Yes, ftp.freebsd.org is on a temporary host which doesn't have the full
complement of files.

You can find it at
ftp://releng4.freebsd.org/pub/FreeBSD/snapshots/i386/4.3-20010430-STABLE/ports/ports.tgz
or
ftp://current.freebsd.org/pub/FreeBSD/snapshots/i386/5.0-20010430-CURRENT/ports/ports.tgz
(of course the contents are the same for -STABLE and -CURRENT).
