Then perhaps the committer's guide should be amended to reflect it.  I
always thought of this as one of those "common sense" guidelines that
was so well-understood as to be redundant in printed form.  I was
watching the conversation, yes, but my assumption also was that when
this was actually eventually done, it would be done by all the usual
procedures.
