Have you got to openssl in the make buildworld? Even with an edit of 
/usr/src/secure/usr.bin/openssl/Makefile inserting; 

.pod.1:
     /usr/bin/pod2man ${.IMPSRC} > ${.TARGET} 

Let me know if you get past that one <eg>
