ftp5 still runs wu-ftpd, because that's what's in our server software
distribution, and I don't have time or inclination to rewrite all the
server configurations to use another server.  At the moment we are
maxed-out on commodity-Internet users (which I have cranked down to
25), and have 12 (of 75 max) .edu users.  When I got in to work today
we were pushing 51 Mbit/s, which is enough to make our upstream
unhappy.  I thought about throttling it back to 10 Mbit/s but decided
to try cranking down on the user limits first.  I also ban users I
find downloading all 5 CD images simultaneously.

We also have a Web server on this machine, but its configuration
denies access to *.iso for off-campus users.
