I'm not that familiar with HP equipment, but I'd guess it's either a 
BIOS or a BIOS configuration issue. Is the BIOS the same revision on 
all these machines, or is there an option in the BIOS that might 
disable the ability of the operating system to signal a reboot to the 
system?
