No, you don't have to run make world to update OpenSSH. Updating the port
with the OPENSSH_OVERWRITE_BASE=yes option will do the update. The part
about make world is so your changes aren't ruined when you _do_ do a make
world. However, this is moot since you said you won't be doing that.
