Both.

FreeBSD is a complete OS. Ie, you can run this on a PC. 4.4 Lite requires
bootstrap and other things. 

Basically, FreeBSD is a superset or 4.4. And, you might wait a couple of
weeks and get FreeBSD 2.1.6 (which you can get now via ftp from 
ftp.freebsd.org).
