The all-zeros address really means ``this host'' or ``I don't know'',
but for our purposes treating it as a broadcast address gives useful
enough behavior.

The code which no longer exists of which you are probably thinking is
the kluge in ip_input() which would accept such packets as broadcasts
even when that address was not configured as an interface's broadcast
address.
