John suggested using "jp_X_Y_Z".  That's ok for us (although I'm not
sure why it's not "ja_X_Y_Z" now that I think about it).

You probably want to do it as a direct operation on the repository
files.  Look at one of the ,v files, the tags are in the "symbols"
section at the beginning.  You can just run a large sed on them.
