ftp.freebsd.org?  That's the default site too.  :)

Perhaps a symlink to older package sets would be enough?  Not sure how
rsync/ftp handles symlinks.

Yup, but space is also an issue and should not be ignored.  Sites that
mirror FreeBSD are likely to mirror other software archives.  There's no
reason to force the mirror operator to decide between RedHat and
FreeBSD, for example.

Reducing the overall size of the archive would also reduce the time to
update a mirror, as well as the bandwidth needed for such activity.
