People will try to use them as result which leads to confusion. I.e. your patch not patch anything for good for koi8-r. That is why it is backed out, to keep koi8-r not damaged more than it already is. As FreeBSD locale authority I especially forbid playing with koi8-r in such way, because it is critical component for Russian language support. -- Andrey A.
