Is that a VGA-to-VGA cable, or a VGA-to-RGB/coax cable?

There's a slight chance that the latter might work better,
because it should terminate the ID pins on the VGA side.

Other than that, I agree with Erich that this mainboard is
particularly perverse and not the right choice for a head-
less server.  You should get a better mainboard.
