People spam the lists all the time - it's not new.

I suggest firing off angry letters to the various ISPs involved whenever
this happens (I do).  Enough letters and you can guarantee that the user(s)
involved will generally be toast afterwards.  In more extreme cases,
I use "whois" and make some phone calls.
