Hang on!  These rulesets are not part of the .cf file.
Where did you get these?

I can see that you check for a mail address (R<$+@$+>), but
how do you tell sendmail that that address must be checked
with the access file.

The rest of your .mc file looks like mine, but I can't get
your rules here.
