As Greg Shapiro pointed out to me, this is in
the handbook, section 19.4.3.

This will only bite you if your system is prior
to 4.5-RELEASE. That's when the new users were
added.

While I'm here 4.5 RELEASE doesn't seem to be
documented in UPDATING.
