Subject:   Formating a 1680k floppy

How do I format a 1680k floppy?  I tried:

%fdformat -s 21,,,,80 /dev/fd0

That just produces a line of errors.  That is EEEE... instead of 
VVVV....  I'm able to format the same floppy in Windows using WinImage.

%uname -a
FreeBSD odin.infinitebubble.com 5.3-RELEASE-p2 FreeBSD 5.3-RELEASE-p2 
#0: Mon Jan  3 21:48:36 PST 2005 
jason@odin.infinitebubble.com:/usr/obj/usr/src/sys/GENERIC  i386
