To answer my own question, I finally dug something up that hints at what NASA laptops have to go through: <http://www.mobilecomputing.com/MobileComputingN2/mcc199906/featureb1.htm> Scroll down to the "NASA Buys Off-the-Shelf for Outer Space" section. It looks like they have specially certified IBM Thinkpads, and the process is very thorough.
