Well, you can do an install from DOS partition.  See:
http://www.freebsd.org/handbook/handbook15.html#15
However, it might be easier to do it in one swell foop by the ppp install.
What exactly was the problem?  Did the modem connect to your ISP, or
couldn't you even access the modem at all?
