If we didn't do that, it would in effect change what already happened in the past. Suppose we copied foo,v to bar,v, and foo,v originally had the tags you listed above. We would remove those tags from bar,v. Otherwise, if you checked out the tree using "-r release_2_2_5" it would appear that file "bar" existed at that time -- which it didn't. By removing the tags, we avoid changing the past.
