As I recall, the consensus was that there is a bug in sppp. I posted a mesage to this effect a while back and sent a trace to Hellmuth but he didn't find anything wrong. I couldn't reproduce the bug at all (until now) so I let the matter rest. I recently installed 2.2.7 and re-did all my isdn config files and found that if the interface is configured *without* debug at boot-time, it switches itself down again exactly 11 seconds after being switched up ie. exactly what you said in your mail.
