That sure looks like an off-by-one error to me. Even if this is fixed in the driver (which will solve "walking volume" problem), the presence of the rounding behavior by itself seems strange. Voxware virtualizes volume levels to 1% accuracy. It's a good thing because some sound cards only have 6 or so levels. OSS borrowed the Voxware interface. That OSS doesn't follow Voxware convention for volume query accuracy would seem to be an OSS bug. Or maybe I'm missing something.
