Peter Wemm discovered that some changes I made to mutex initialization
broke WITNESS in such a way that it only gets noticed on the alpha.  I've
worked up a patch and have tested it enough to think that it is probably
the correct solution, but I'm about to go to bed, so won't commit it yet.
