I know that ICONV has been held up by unicode.org license issues. See the following urls http://oss.software.ibm.com/icu/index.html http://oss.software.ibm.com/developer/opensource/locale/ I discussed this with David O'Brien and we both agree that this can be imported into src/sys/gnu and src/contrib, respectively.
