Are you talking about whether or not the ISP is serving dns for these domains, or www, or mail.... what exactly? The other problem is that what you want to do is more or less impossible without having the list of actual domains that they claim to host. http://dougbarton.net/bind-users/FAQ.html#DelegationList OTOH, if you have the list, you can recursively query for the information that satisfies the definition of "hosting" that you come up with.
