Personally, I believe that these problems will be relegated to low-priority for some time, and that it will be a while before anyone discovers a way to reliably fix this interface. As a holdover solution, the "Send a bug report" link on the home page should point to the article on PRs at www.freebsd.org/doc/en_US.ISO8859-1/articles/problem-reports/article.html (Personally, I feel it would be wiser to keep that link pointing at that page, even after the web interface is re-enabled, as it will (hopefully) force people to review the PR guidelines before using the web interface.)
