I'm not rcng expert but it seems to work fine on my FreeBSD 5.2RC2 laptop. I think the PR author has wanted to make smooth moving to /etc/rc.d with only change RC_DIR and reset RC_SUFX. E.g. mail/exim installs its rcNG script into /etc/rc.d.
