While she said that she wants "a combination" of skills, she (somewhat grudgingly) admitted that the person would need to be a Project Manager primarily; would need strong technical skills; would need to work effectively with IT (our group is "Engineering Infrastructure," so we're in Engineering, not IT -- and IT has the sysadmins). We're in Sunnyvale, California (SF Bay area), near Moffet Park; UNIX-ish environments most in use here are FreeBSD, some flavor of Linux, and Solaris. I'm not sure how much remote working would work for this, though it's generally not uncommon for folks to work from home from time to time.
