Personally, I think we should stick with #2 of your plan, as going with #3 will bring too many ports (thousands?) ports in our tree, which will be a nightmare to handle. I don't think we're ready for such a number of new ports in the three, even xorg with hundereds of ports slow down ports tree utils a lot. Also, I don't think TeX users ever want this kind of granularity. After all teTeX was only several ports.
